Actually, I will blame Israel.. because those missile attacks kill very very very few people. If I remember correctly in the three years before their last war with Lebanon attacks from there killed around half a dozen people. Israel's war.. even by their own numbers killed 250 civilians. Not only that, that 250 is HALF of the total Lebanese killed in that war.

Now, unless you believe that an Israeli life is worth the lives of around 40 non-Israeli civilians, then you have to blame Israel for its own actions and its own decision to kill so many.
