Metropolis Street Racer was cool in it's day. It's actually the first Project Gotham game before the name change. Can't remember anything else off hand. I know I used to play PSO on it and Quake III: Team Arena. Doubt they'd be too much fun offline though.

The first Soul Caliber I think was just on the Dreamcast. Also Super Runabout was awesome.

Forgot Crazy Taxi. Loved this game. But the sonic for Dreamcast was pure shit.

The Crazy Taxi games and Soul Caliber were also both pretty good. I actually liked the Sonic
games too back then.

Definitely Power Stone. It is a little over hyped, but there really hasn't ever been a fighter like it since.
