Yup. I would like to say it was generational, and I suppose it was/is in some places, but it was also often more microcultural, as there were always some people in every time period that treated their dogs terribly and others that always treated them well. This is still true, but in Western society at least, the ratio has flipped in the opposite direction and we kind of have a civil rights era for dogs and animals in general right now, but who knows if it will even last. Paris has a few decent dog parks, as does Rome, and Athens actively cares for its street dogs which is pretty nice. But, there are still plenty of assholes. Bucharest euthanized half of their dog population a few years back, and even here in America there are still plenty of shitheads that abuse and fight dogs.

There is even this awful phenomenon where people bring their dogs to dogparks thinking they are just public facilities where they are allowed to let their dogs off leash and not give a fuck. Or make no attempt to help them interact with other dogs. Dogs with PTSD from a shit upbringing, neglect, or lack of dog-socialization almost always have trouble adjusting and it may take quite a while, and sometimes these assholes will just show up with their tweaked out pitbulls on choker collars. Whenever we see some gangsta-looking thug [usually white] show up, we usually just leave. All bad dog owners need to be euthanized.
